In 1999 (after the war) German humanitarian organization Diakonisches Werk der EKD started a project to support poor rural groups in southern Serbian municipalities.

During implementation of agricultural rehabilitation project, it became clear that the region of southern Serbia has all that is needed for organic farming: intact nature, microclimate, low input production, know-how of farmers and their relentless dedication to the land and their farms.

In 2001 Diakonisches Werk organized the first National Symposium on ORGANIC FARMING “Potentials and Perspectives of Organic Agriculture in municipalities Blace, Brus and Kursumlija”, attended by more than 200 national and international participants amongst which ministry and most important: farmers.

In 2002 Serbian farmers decided to accept the challenges of modern organic markets by founding TOPPAS ASSOCIATION.
